The proposed <br /> amendment addresses changing land use and population <br /> patterns in the Township. <br /> The amendment is treated as two separate items in the <br /> agenda because a portion of the Township lies within <br /> the Joint Planning Area. For presentation purposes, <br /> however, the amendment is treated as a single entity. <br /> BACKGROUND: The Orange County Board of Commissioners adopted the <br /> current Land Use Plan, now the Land Use Element of the <br /> Comprehensive Plan, for the County in September 1981. <br /> As part of the ongoing process of refining the Plan, <br /> the Commissioners specified a five year plan update <br /> schedule upon adoption of the original Plan. The <br /> Bingham Township Plan amendments continue a process <br /> that began with revisions to the Little River Township <br /> Plan in 1981 . <br /> • <br /> I. <br />
