2 <br /> 1 <br /> 2 The following are potential funding formulas for BOCC consideration: <br /> 3 • Percent of Budget <br /> 4 • Fixed Dollar Amount <br /> 5 • Incremental Unit of Tax Rate <br /> 6 • Dollar Per Capita <br /> 7 <br /> 8 The staff presentation at the meeting will provide information on: <br /> 9 • Outside Agency Funding as a Percent of County Budget <br /> 10 • Outside Agency Dollar Requests versus Dollar Approved <br /> 11 • Other Potential Funding Formulas <br /> 12 <br /> 13 The County currently provides funding to Outside Agencies for operating expenses only. At the <br /> 14 request of the BOCC, a review of options for capital requests is attached (Attachment A) and <br /> 15 addressed in the staff presentation. <br /> 16 <br /> 17 These potential capital funding options include: <br /> 18 • Construct a building, and lease it long-term <br /> 19 • Make a restricted capital grant <br /> 20 • Make a multi-year grant that could be used for lease or loan payments <br /> 21 • Fund a loan-loss reserve to back loans to the outside agencies <br /> 22 <br /> 23 Gary Donaldson, Chief Financial Officer, made the following PowerPoint presentation: <br /> 24 <br /> 25 Presentation to Board of County Commissioners <br /> 26 Outside Agency Work Session <br /> 27 November 10, 2016 <br /> 28 <br /> 29 Outside Agency Time Frame (graph) <br /> 30 <br /> 31 Bonnie Hammersley said there had been some concerns raised by outside agencies <br /> 32 about the application. She said meetings were held over the summer between the Towns of <br /> 33 Chapel Hill and Carrboro with the County, and the application was updated and approved by all <br /> 34 involved, including the outside agencies representatives. <br /> 35 Bonnie Hammersley said she will invite outside agencies to do a presentation to the <br /> 36 Manager, prior to the Manager's recommended budget process. <br /> 37 Commissioner Price asked if the Manager would meet with the applicants after <br /> 38 applicants have met with the advisory board. <br /> 39 Bonnie Hammersley said yes. <br /> 40 Commissioner Price asked if this would be open to all groups, or just those <br /> 41 recommended by the advisory board. <br /> 42 Bonnie Hammersley said this option will be open to all outside agencies. <br /> 43 Gary Donaldson resumed the presentation: <br /> 44 <br /> 45 Outside Agency Funding as a Percentage of the Budget (graph) <br /> 46 <br /> 47 Outside Agency Requests vs Approved (graph) <br /> 48 <br /> 49 Other North Carolina Governments Funding Formulas <br /> 50 ➢ Percent of Budget <br />
