1 <br /> 1 Attachment 2 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 5 Work Session <br /> 6 November 10, 2016 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in a work session on Thursday, November <br /> 10 10, 2016 at 7:00 p.m. at the Southern Human Services Center, in Chapel Hill, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> 13 Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: Commissioner Dorosin <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy Manager Travis <br /> 17 Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair McKee called the meeting to order at 7:05 p.m. <br /> 21 Chair McKee congratulated Commissioner Price, Commissioner Dorosin and <br /> 22 Commissioner Rich on their re-elections and the newest Commissioner-Elect Mark Marcoplos. <br /> 23 He also acknowledged that this would be Commissioner Pelissier's last work session as a <br /> 24 Commissioner since she is retiring. <br /> 25 Chair McKee asked if Board members wanted to speak about the recent election. <br /> 26 Chair McKee said Commissioner Dorosin was unable to attend tonight's meeting. <br /> 27 <br /> 28 1. Discussion of Outside Agency Funding Target and Funding for Non-Profit Capital <br /> 29 Needs <br /> 30 <br /> 31 BACKGROUND: The FY 2016-17 Approved Budget includes funding awards for 55 outside <br /> 32 agencies totaling $1,176,763. This amount includes $83,530 for 12 new or previously unfunded <br /> 33 agencies. <br /> 34 <br /> 35 Each year, Outside Agencies submit funding applications to the County detailing program <br /> 36 requests. These programs are reviewed by Advisory Boards and scored on a scale of 0-100 <br /> 37 based on the following criteria: <br /> 38 • What is the program's Mission? <br /> 39 • Who are the program's Customers and what does the customer value? <br /> 40 • What are the program's Results? <br /> 41 • What is the program's Plan for implementation and improvement? <br /> 42 <br /> 43 As a part of the budget development process, Outside Agencies applications and scorecards <br /> 44 are provided to the County Manager to assist in recommending decisions as part of the <br /> 45 Manager's Recommended Budget each year. The Board of County Commissioners then <br /> 46 approves final funding amounts as part of the Budget Adoption process in June. Performance <br /> 47 Agreements are executed for each funded Outside Agency, and funding allocations to the <br /> 48 agencies are provided on a quarterly basis throughout the fiscal year. <br /> 49 The Finance staff has surveyed other local governments in North Carolina to review other <br /> 50 funding target options for Outside Agencies. <br />
