24 <br /> 1 Bonnie Hammersley said this could be true or the collection of fees may not be as <br /> 2 aggressive. She said in the FY2015-16 budget the Tax Administration Office took over <br /> 3 collections for EMS, which has not worked out as well as hoped. She said she would gather <br /> 4 more information. <br /> 5 Commissioner Burroughs said the narrative allows questions to come to the forefront, <br /> 6 which is helpful. <br /> 7 Commissioner Rich said the County's new strategy is to look at a five-year plan, and <br /> 8 asked if the schools have also started this process. <br /> 9 Gary Donaldson said yes, the County and the Schools are collaborating well to get a <br /> 10 plan underway. He said hopefully this method will help to reduce the element of surprise <br /> 11 during the budget process. <br /> 12 <br /> 13 c. New County Financial Transparency Portal <br /> 14 The Board, County Manager, residents and employees received information on the <br /> 15 Department of Finance and Administrative Services new County Financial Transparency Portal. <br /> 16 Gary Donaldson said this item comes through Munis, and the information is updated <br /> 17 weekly. He said it is to provide an alternate means of accessing the County's financial records, <br /> 18 and is completely private. <br /> 19 Bonnie Hammersley said this portal is going public tomorrow, and there will be a press <br /> 20 release issued about it. <br /> 21 The Board received this information item. (No vote required.) <br /> 22 <br /> 23 9. County Manager's Report <br /> 24 Bonnie Hammersley formally introduced Todd McGee, the new Community Relations <br /> 25 Director. <br /> 26 Bonnie Hammersley responded to Commissioner Dorosin's petition about adding to the <br /> 27 Community Giving Fund. She said staff will proceed in adding a line item for a possible County <br /> 28 Fair. <br /> 29 Bonnie Hammersley reminded the Board that there will be a regular work session on <br /> 30 November 10th, the agenda for which is below: <br /> 31 <br /> 32 Projected November 10, 2016 Regular Work Session Items <br /> 33 • Outside Agency Funding Target and Funding for Non-Profit Capital Needs <br /> 34 • Facility Naming Policy <br /> 35 • Boards and Commissions Discussion <br /> 36 <br /> 37 10.
