20
1 SUMMER ENRICHMENT &AFTERSCHOOL
2
3 PIPELINE SERVICE PROVIDERS
4 There are a number of existing providers of summer and afterschool enrichment
5 programming in OC. Many already provide subsidies and serve some FSA families, but they
6 certainly aren't reaching all of them — and they don't necessarily include the literacy-focus that
7 we know is critical for maintaining academic gains. Some programs provide excellent content,
8 but because of their hours or location, it's not a feasible option for FSA families.
9 So our goal is to work with the schools and community partners to enhance
10 programming so it is accessible for parents and meets best practices in terms of supporting
11 literacy development.
12
13 UPCOMING ASSESSMENTS & RECOMMENDATIONS WITH POTENTIAL FINANCIAL
14 IMPLICATIONS
15 Steps to strengthen prenatal — K pipeline
16 FSA works with dozens of partners throughout the zones. Some of those nonprofits
17 receive UW funding as part of FSA, which requires them to focus their programming in the
18 zones. We are still working to get a better global view of their work and how UW funds
19 complement county funding. All of these organizations received UW funding for their general
20 programming before FSA was created, and they are now using those dollars to focus their
21 support in the zones.
22 As we grow the navigator program and work directly with more families, we will get a
23 better understanding of family needs. Right now, these partners meet the needs of families by
24 providing:
25 Youth services:
26 • Life skills for youth
27 • Literacy sessions in zone schools; children's books and home visits for literacy support
28 • Childcare scholarships
29 • Bilingual mental health treatment, school-based behavioral consultations, parent support
30 and workshops
31 • Girl Scout Community Outreach program
32 • Mentoring for youth
33
34 Parent supports:
35 • Individual financial counseling, financial education workshops, individual career
36 counseling, career preparedness workshops
37 • Summer internship opportunities for youth
38 • Parenting education programs
39 • Family Literacy Program, basic literacy, GED preparation, digital literacy and English,
40 language instruction
41 The assumption of a 10% increase in funding is fairly modest, compared with the number of
42 families we will be expanding to serve in the coming years. As a collaborative, we will be
43 working with our partners to do collective budgeting.
44
45 PLAN FOR EXPANDING & IMPROVING ACCESS TO HIGH-QUALITY CHILDCARE
46 As Dr. Bridger mentioned in her recent presentation, the AC has adopted a 2-year
47 strategic plan for FSA. The plan includes several assessments that will lead to
48 recommendations made to the AC about how to fill gaps in pipeline.
49 For example, the goal 1 area includes an inventory of existing supports in early
50 childhood and recommendations for strengthening those supports. As you know, our cohort
