5 <br />Purpose: To present findings and recommendations contained in the plan, receive <br />citizen comment, and request direction from the Board of County Commissioners. <br />3. Land Use Element Text Amendments: Text Amendments to Section 3.3 <br />entitled "Land Use Plan Categories" to amend the definition of the "10-Year <br />Transition" category and to Section 4.0 entitled "Implementation and Evaluation" <br />to amend the "Land Use Element -Zoning District Matrix." <br />Purpose: To receive citizen comment on proposed amendments that would <br />potentially allow non-residential uses in designated 10-Year Transition areas in <br />accordance with adopted small area plans and/or zoning overlay districts as <br />being considered in the Efland-Mebane Small Area Plan Implementation Focus <br />Group. <br />4. Sedimentation and Erosion Control Ordinance: The North Carolina <br />Department of Environment and Natural Resources -Land Quality Section has <br />completed a technical audit of the County's Erosion Control program and <br />suggested 15 amendments/changes. <br />Purpose: To receive citizen comment on proposed amendments designed to <br />strengthen the County's Ordinance and enhance compliance with the State's 2006 <br />Model Ordinance. <br />5. Orange County Stormwater Ordinance for Lands within the Neuse River <br />Basin: Text amendments to the Orange County Stormwater Ordinance for <br />Lands within the Neuse River Basin to reflect changes in the Nitrogen Reduction <br />Offset payment calculation. <br />Purpose: To receive citizen comment on a proposed amendment that will <br />replace the specific calculation method with a statement that the offset payment <br />will be calculated based on the current State of North Carolina requirements. <br />6. Orange County Zoning Ordinance: Text amendments to Article 4.3 Permitted <br />Use Table and Article 6.29 Development Standards for Economic Development <br />(ED) Districts. <br />Purpose: To receive citizen comment on a proposed amendment to add <br />performance criteria for retail establishments including an amended review and <br />approval process and categorization of low-intensity non-residential use. <br />B.
