Stanford Middle <br />School Capital Project <br />Ordinance <br />PURPOSE: To approve a capital funding request from Orange County Schools to replace air <br />handlers at C.W. Stanford Middle School and corresponding capital project ordinance. <br />BACKGROUND: Over the last several months, Orange County Schools (OCS) has <br />experienced major mechanical problems with the air handlers currently in place at C.W. <br />Stanford Middle School. On April 23, 2007, the OCS Board of Education approved its capital- <br />spending plan for the upcoming 2007-08 fiscal year. Included in the plan is an appropriation of <br />$500,000 to replace the dysfunctional air handlers at the school. <br />Per the attached letter from OCS Superintendent, Dr. Shirley Carraway, the project requires a <br />twelve week lead time in order to have the materials in place to begin work once students leave <br />for the summer break. In order for the District to encumber and expend funds for the project, <br />the Board of County Commissioners must approve a capital project ordinance for C.W. <br />Stanford. The offsetting project revenue would be the District's share of the County's fiscal year <br />2007-08 pay-as-you-go capital funding appropriations. To that end, in order to expedite the <br />project, the Board of Education requests that the Board of County Commissioners approve the <br />attached C.W. Stanford Middle School Capital Project Ordinance. In the past, Commissioners <br />have approved similar funding requests for both the Chapel Hill Carrboro City and Orange <br />County Schools in an effort to expedite projects over summer breaks while students are not <br />attending school. <br />FINANCIAL IMPACT: In accordance with the capital funding formula outlined in the County <br />Capital Funding Policy, the fiscal year 2007-08 capital funding appropriation for OCS totals <br />$1,541,652. With the appropriation of $500,000 for the C.W. Stanford air handlers, $1,041,652 <br />remains available to fund other projects in the Board of Education's 2007-08 capital funding <br />
