1 <br /> APPROVED 12/5/2016 <br /> MINUTES <br /> BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> October 18, 2016 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, October 18, <br /> 2016 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, N.C. <br /> COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy Manager Travis <br /> Myren and Clerk to the Board Donna Baker (All other staff members will be identified <br /> appropriately below) <br /> Chair McKee called the meeting to order at 7:04 p.m. <br /> 1. Additions or Changes to the Agenda <br /> Chair McKee noted the following items at the Commissioners' places: <br /> - White sheet: additional resolution for item 5-a <br /> - White sheet: revised abstract for item 5-b <br /> - PowerPoint for item 7-a <br /> - PowerPoint for item 7-c <br /> PUBLIC CHARGE <br /> Chair McKee dispensed with the reading of the Public Charge. <br /> Chair McKee said the Board of County Commissioners released a statement <br /> condemning the bombing of the Republican Party Headquarters. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Don O'Leary said the bombing of the GOP headquarters is reminiscent of the 1960s <br /> and 1970s. He said he does not believe this was a random act. He said this is similar to paid <br /> agitators that come into cities and counties and start riots. He said we do not have a federal <br /> government anymore, but rather an occupation. He said Orange County should sever itself <br /> from the federal government, and keep local decisions local. He said both parties are bad at <br /> the federal level. <br /> b.
