1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 5, 2016 <br /> Action Agenda <br /> Item No. 6-f <br /> SUBJECT: Bid Award for a Compact Wheel Loader for Recycling <br /> DEPARTMENT: Solid Waste Management <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Price Quotation Gayle Wilson, Solid Waste, 968-2885 <br /> Gary Donaldson, 245-2453 <br /> PURPOSE: To consider awarding a bid to Gregory Poole Equipment of Raleigh, North <br /> Carolina for one (1) Compact Wheel Loader for the Recycling Division of the Solid Waste <br /> Management Department. <br /> BACKGROUND: The Solid Waste Management Department equipment replacement <br /> schedule calls for the replacement of a Compact Loader (#429). The #429 machine is used <br /> daily to load recyclable materials delivered to the County recyclable materials processing pad <br /> into transfer trailers which deliver the materials to a materials processing facility in Raleigh for <br /> final processing and marketing. <br /> North Carolina General Statute (NCGS) 143-129(e) (9) allows purchases from contracts <br /> established by the State or any agency of the State, if the contractor is willing to extend to a <br /> political subdivision of the State the same or more favorable prices, terms, and conditions as <br /> established in the State contract. The contractor (Gregory Poole Equipment) has agreed to <br /> extend the pricing on State Contract 760H. Warranty service for the Compact Loader will be <br /> provided by the Gregory Poole Equipment. <br /> Staff compiled a list of specifications that meet the County's needs and compared these <br /> specifications to information on units available through the North Carolina State Contract. <br /> There were no noted deficiencies and staff determined that the specifications met the <br /> County's needs. The recommended unit is a CAT 910M Compact Wheel Loader at a cost of <br /> $131,145, including 4.5 cubic yard bucket. The Pricing Sheet is attached. <br /> Staff requests that existing Compact Loader #429 be declared surplus once the new Compact <br /> Loader is received and put into service as it will likely exceed the $5,000 value threshold. The <br /> #429 machine was purchased in FY 2008-09, currently has logged approximately 11,700 hours <br /> of operation and is being replaced on its assigned eight year replacement cycle. As per <br /> standard practice, each piece of equipment and vehicle scheduled for replacement is thoroughly <br /> evaluated before being included in the annual budget for replacement. <br />
