7 <br /> 1 6. Membership of planning board and board of adjustment must include ETJ <br /> 2 representation (Town). Appointments to ETJ seats on municipal boards are made by the <br /> 3 board of county commissioners. <br /> 4 <br /> 5 No specific requirements or standards for county approval or disapproval are included, other <br /> 6 than the need for County approval to be secured at any time before the effective date of <br /> 7 adoption or amendment of the extraterritorial ordinance. The Board of County Commissioners <br /> 8 held a work session in November 2014 to consider establishing a process for reviewing ETJ <br /> 9 extension requests. The most recent release/expansion of extraterritorial jurisdiction occurred in <br /> 10 December 2014 when the Board of County Commissioners approved a request from the Town <br /> 11 of Chapel Hill to exercise ETJ authority over 1,033 acres in and around the Rogers <br /> 12 Road area of what was formerly Joint Planning Transition Area. <br /> 13 <br /> 14 Courtesy review by the Orange County Planning Board did occur in conjunction with that <br /> 15 request and approval. <br /> 16 <br /> 17 Orange County's role would relate to: <br /> 18 1. Expansion of ETJ <br /> 19 2. Amendment to JPA Rural Land Use Classification Boundary <br /> 20 <br /> 21 Although estimates are difficult without knowledge of specific supply, demand, needs of the <br /> 22 business, one could project the need for water storage capacity and pressure to support <br /> 23 sprinkler systems for many non-residential uses. This could entail a water study to determine if <br /> 24 public or private systems are better suited for fire suppression. Accordingly cost estimates vary <br /> 25 widely from $300,000 to amounts more conservative. From a public sewer perspective, again <br /> 26 depending on the relative water and sewer needs, analysis for the existing sewer system <br /> 27 including the sewage lift station would have to be conducted. These properties could possibly <br /> 28 flow by gravity if a jack and bore sewer line was installed under Highway 54. The partial cost of <br /> 29 this sewer extension would approximate $125,000. Additional cost would also be anticipated <br /> 30 regarding the existing lift station operation. <br /> 31 <br /> 32 Commissioner Dorosin asked if there is a reason why zoning lines were drawn down <br /> 33 these properties, thus splitting them. He said this should be fixed. <br /> 34 Trish McGuire said this was done prior to 1966. <br /> 35 Mayor Lavelle asked if there are any comments. <br /> 36 Alderman Slade agreed with Commissioner Dorosin about possibly changing the zoning. <br /> 37 Mayor Lavelle asked if any of the feedback from property owners warranted sharing. <br /> 38 Trish McGuire said the main take away is to look at tweaking the zoning to allow more <br /> 39 uses. <br /> 40 Alderman Seils said that suggestion from the property owners is a separate question <br /> 41 than the question before them of reconciling the boundaries. <br /> 42 Commissioner Jacobs said if the property owners agree, then rectify the issue. <br /> 43 Alderman Chaney said it would be better to fix problems wholesale rather than <br /> 44 piecemeal. She said more opportunity is created, and cost reduced to the owners, if this is <br /> 45 fixed. <br /> 46 Mayor Lavelle said there are five properties on one side of Highway 54 and asked how <br /> 47 big the project would be if both sides of Highway 54 were rectified. <br /> 48 Trish McGuire said maybe 30 properties. <br /> 49 Chair McKee said if five properties are going to be addressed, then the whole area <br /> 50 should be addressed at the same time. <br />
