11 <br /> Commissioner Pelissier said this is all new housing impacts, and many of these new <br /> units are not affordable housing units, especially in the OCS district. <br /> Commissioner Pelissier said impact fees cannot solve everything. <br /> Commissioner Burroughs asked if the County's existing practice, when affordable units <br /> are built, could be identified. <br /> Craig Benedict said each year there is money put in the budget to reimburse these <br /> impact fees for affordable housing units. <br /> Commissioner Burroughs said how much Orange County can afford, going forward, <br /> must be considered. She said these tables are good as they are, and now the Board must <br /> decide at which percentages to begin. She said she would be comfortable talking between 30 <br /> and 60% of the MSIF, with a potential phase in process. <br /> Commissioner Burroughs asked if one reason fees may be phased in is because there <br /> are projects in the pipeline already. <br /> Craig Benedict said yes. <br /> Commissioner Pelissier asked if there is a break-even point when starting with a <br /> particular percentage. <br /> Craig Benedict said it would be a gamble for future development to try and state a break- <br /> even point. <br /> Commissioner Jacobs said there is a decline in single-family detached housing in <br /> CHCCS, and this trend could be projected to find a break-even point. <br /> Commissioner Dorosin said this would not be possible with disaggregation. <br /> Commissioner Jacobs said if it is known which type of housing is going to be built more <br /> often, then there will be more impact fees from that type of housing, and break-even <br /> calculations can be made. <br /> Craig Benedict said this would be a challenge. <br /> Commissioner Dorosin said to bring back information between 40-70% ranges for the <br /> next meeting.
