He said if the same square <br /> footage, at the same cost, provides less capacity, then there will be a higher cost per seat. He <br /> said school construction standards will also be reviewed, as well as how the legislation would <br /> affect school construction costs. <br /> Joal Broun asked if this would be discussed before the Board of County <br /> Commissioners decides on the impact fee. <br /> Craig Benedict said the Planning Department could work with the Finance Department <br /> and both school districts to see what the affects would be. <br /> Commissioner Dorosin thanked the consultant, and said this was not supposed to be a <br /> cross-examination. He said there are new board members on both Boards, and there are high <br /> emotions and history with this issue, but her work is appreciated. <br /> Commissioner Jacobs referred to Joal Broun's comment, and said if the County has to <br /> anticipate another unfunded mandate from the State, then the County should anticipate it. He <br /> said such litigation may pre-dispose the Board of County Commissioners to picking a higher <br /> number with which to start. He said he would recommend phasing in the impact fees. <br /> Commissioner Price asked if an extensive addition is built onto a mill home, which are <br /> historic preservation homes, would it be considered for impact fees. <br /> Craig Benedict said existing homes are grandfathered in, but if children are living in <br /> these houses they will be captured in future analysis. <br /> 4.
