6 <br /> and rate study and the development of a Financial Plan for the County's Solid Waste <br /> System (System). The consulting firm SCS Engineers was retained by the County to <br /> develop projections of financial performance of solid waste and recyclable material <br /> collection and disposal services and programs, and to review existing financial <br /> situation and determine long term viability of the current fee and revenue structure. <br /> The overall objective of a cost of service and rate study was to calculate the solid <br /> waste fees and assessments required to recover the costs of providing solid waste <br /> and recycling services to the County's residents, businesses, and institutions. <br /> The consulting firm SCS presented the final report available at the link below to the <br /> Solid Waste Advisory Group (SWAG) for its review. The SWAG has reviewed and <br /> directed staff to bring back fee options that include a multi-faceted approach for <br /> review at the January, 2017 SWAG meeting. <br /> Attachment 5c — Solid Waste Financial Report (ONLY AVAILABLE <br /> ELECTRONICALLY at: <br /> http://www.oran_gecountync._gov/departments/board of <br /> county commissioners/5cSolidWasteFinRep.pdf <br /> d) Rogers Road — Mapping Our Community's Future Report <br /> As an extension of the sewer implementation project in the Rogers Road <br /> Neighborhood, Orange County and the Towns of Chapel Hill and Carrboro funded a <br /> contract with the Jackson Center to conduct a community first planning process. <br /> The planning process established a set of guiding principles/priorities developed by <br /> the community, a map of general recommendations for place-specific hopes, and a <br /> set of neighborhood strategies that can be implemented by ongoing resident <br /> leadership to help pursue community aspirations.
