The applicant has developed, or describes plans to develop 5 <br /> linkages with other community activities so solutions are holistic <br /> and comprehensive. <br /> 4 <br /> 5 <br /> 6 E. The applicant can demonstrate site control, zoning, 10 <br /> compliance, and a timely construction schedule that is <br /> feasible. <br /> 2.
