11 <br /> 1 Commissioner Pelissier said this is all new housing impacts, and many of these new <br /> 2 units are not affordable housing units, especially in the OCS district. <br /> 3 Commissioner Pelissier said impact fees cannot solve everything. <br /> 4 Commissioner Burroughs asked if the County's existing practice, when affordable units <br /> 5 are built, could be identified. <br /> 6 Craig Benedict said each year there is money put in the budget to reimburse these <br /> 7 impact fees for affordable housing units. <br /> 8 Commissioner Burroughs said how much Orange County can afford, going forward, <br /> 9 must be considered. She said these tables are good as they are, and now the Board must <br /> 10 decide at which percentages to begin. She said she would be comfortable talking between 30 <br /> 11 and 60% of the MSIF, with a potential phase in process. <br /> 12 Commissioner Burroughs asked if one reason fees may be phased in is because there <br /> 13 are projects in the pipeline already. <br /> 14 Craig Benedict said yes. <br /> 15 Commissioner Pelissier asked if there is a break-even point when starting with a <br /> 16 particular percentage. <br /> 17 Craig Benedict said it would be a gamble for future development to try and state a break- <br /> 18 even point. <br /> 19 Commissioner Jacobs said there is a decline in single-family detached housing in <br /> 20 CHCCS, and this trend could be projected to find a break-even point. <br /> 21 Commissioner Dorosin said this would not be possible with disaggregation. <br /> 22 Commissioner Jacobs said if it is known which type of housing is going to be built more <br /> 23 often, then there will be more impact fees from that type of housing, and break-even <br /> 24 calculations can be made. <br /> 25 Craig Benedict said this would be a challenge. <br /> 26 Commissioner Dorosin said to bring back information between 40-70% ranges for the <br /> 27 next meeting. He said he is pessimistic about the possibility of getting affordable housing <br /> 28 created by the private sector in Orange County, regardless of impact fees. <br /> 29 Chair McKee agreed with Commissioner Dorosin. <br /> 30 Chair McKee asked Craig Benedict to accommodate the requests the Board of County <br /> 31 Commissioners have made. <br /> 32 <br /> 33 A motion was made by Commissioner Price, seconded by Commissioner Burroughs to <br /> 34 close the public hearing. <br /> 35 <br /> 36 VOTE: UNANIMOUS <br /> 37 <br /> 38 6.
