4.0 Implementation of Sy94est jcna. <br /> We are aware that achieving the vision we outlined above will not be an <br /> easy or 'a quick task. Accordingly, we have formulated an implementation <br /> plan that should be resource efficient and should provide a positive net <br /> cash flow. Many of the recommendations made above may be accomplished <br /> with existing resources or through volunteer help from the local schools <br /> and Universities. <br /> We have organized the implementation effort into blocks of 1 year with <br /> all implementation completed by the end of the third year. <br /> 4.1 Year One <br /> We recommend an immediate effort by the Assistant Superintendent <br /> for Support Services to create contact with the many operations <br /> personnel through regular informal discussions. This effort should <br /> be continued indefinitely into the future. This MBWA should serve to <br /> assist in the implementation of the above recommendations since <br /> there may well be a great deal of uncertainty throughout the system <br /> generated by the report. <br /> We recommend the start of a Total Quality Improvement program <br /> throughout the school. We can provide initial help in designing the <br /> program. <br /> In addition, the following specific 'actions should be taken in year <br /> one. <br /> • <br /> 4.1.1 Begin the training of school personnel to take over the <br /> hiring process for their own school needs. EEO goals should be <br /> made clear and the Principal should both. participate in setting <br /> the goals and be held accountable for achieving them. It is <br /> imperative that the Principal be given the authority as well as <br /> the responsibility and accountability to meet the school's <br /> goals.
