Officer that will report directly to the Superintendent. The CIO will <br /> be responsible for providing an information system strategy for the <br /> school system and for doing the system's architecture design for <br /> the plan proposed here. In addition, the CIO will be responsible for <br /> interacting with the state with regard to information needed by the <br /> state. The information systems group will be responsible for all IS <br /> training in the schools and departments as well as for new <br /> applications and network development. <br /> 3.1 .1 Problems overcome <br /> We anticipate that the recommendations above will overcome a <br /> number of problems currently existing in the information <br /> systems of the CHCSS. <br /> These problems can be divided into two categories: pupil <br /> information systems and operating systems. <br /> Pupil information systems problems <br /> The current SIMS system appears to have been state of the art <br /> when first implemented but is currently badly out of date and <br /> inefficient. We believe that the school system is asking SIMS <br /> to do more than it was designed to do. This has been <br /> corroborated by personnel at the State offices. Locally, the <br /> system takes a disproportionate amount of maintenance and <br /> support. <br /> Training to support the current SIMS system primarily <br /> provided by the state is inadequate and badly structured. <br /> Documentation is cumbersome and non-user friendly. This puts <br /> considerable burden on Lincoln Center Information Systems <br /> personnel and makes it difficult to support all users equally. <br /> There is little or no real time error checking in running the <br /> system which causes considerable delay in report preparation. <br /> The current state plans call for development of a new system <br /> to overcome many of the existing problems. State personnel do <br /> not expect such a system to be available for at least three or <br /> more years. Accordingly, we recommend the adoption of a new, <br /> non-state developed system to overcome these operations <br /> systems problems. <br /> 6 <br />
