will consist of a central data base at' Lincoln Center (central office) and <br /> individual data bases at each of the schools or departments (local level). <br /> We expect that data that are necessary for operations and data needed by <br /> the curriculum and education portion of the school system will be <br /> interactive and share information as required. Dedicated lines between <br /> all schools and Lincoln Center must be available to facilitate interactivity <br /> between operations. <br /> We also expect that a second generation of SIMS or some replacement <br /> software will be used that has the current capabilities of SIMS as well as <br /> enhanced user interface capabilities, processing speed, and rapid error <br /> checking capability. <br /> A user training program run by in-house personnel will be made available' <br /> to all schools and school personnel as needed. This will include the <br /> training to integrate newly hired personnel into the system. The <br /> information systems group will be led by a Chief Information Officer who <br /> will direct this critical activity and report directly to the Superintendent. <br /> We expect that communications throughout the operations of the school <br /> will be enhanced by the use of "MBWA" (management by wandering <br /> around). This means that a primary task of the Assistant Superintendent <br /> of Support Services is the regular visitation of operations personnel <br /> throughout the school system. The goal during these informal visits is to <br /> understand concerns expressed by operations personnel, to communicate <br /> the overall strategies, plans and activities of the administration and the <br /> system and to facilitate problem solution at the source. We feel that <br /> these contacts will go a long way toward creating an enhanced respectful <br /> and trusting environment. We believe the current assistant <br /> superintendent is highly capable in this regard. <br /> We have a vision of . the complete deployment of TQI (Total Quality <br /> Improvement) throughout the organization. This will be evidenced by <br /> considerable cross functional team activity focused on the needs and <br /> wants of customers and on the processes that serve them. <br /> This effort should begin and continue with strong leadership statements <br /> by the Superintendent citing the importance of the TQI program and <br /> 4 <br />
