2. Scope of the Study <br /> The study concentrated on school system operations. No attempt was made <br /> to examine the educational activities of the system. The assessment <br /> team focused on a number of different operations areas. These included: <br /> Information Systems <br /> Personnel/Human Resource Mgt. <br /> Purchasing/Warehousing <br /> Budgeting/Finance <br /> • <br /> Maintenance/Custodial Services <br /> Transportation <br /> Public Relations <br /> Food Services <br /> In each of these areas, the major problems, symptoms of problems and <br /> shortcomings were identified. In addition, for each area, recommen- <br /> dations are proposed to increase the efficiency and effectiveness of the <br /> area and reduce the costs of the various processes central to that area. <br /> The operations assessment team believes that its recommendations are <br /> not in conflict with any state law. <br /> Throughout the study we have endeavored to provide reasonable and <br /> feasible recommendations. To that end, we have not recommended that <br /> the school pursue any policy changes by the state. We feel that it is <br /> unlikely that such changes will be forthcoming in a reasonable period of <br /> time. Instead we have chosen to work within the existing system to <br /> enhance the operations of the school system. <br /> 3.0 A Vision for the Future <br /> We envision an operations future where a large portion of the operations <br /> functions of the system are carried out at the local level (i.e. the <br /> individual school or department level). This may be called the operations <br /> version of site based management. <br /> In order to accomplish this, an information system will be needed that <br /> 3 <br />
