Chapel Hill-Carrboro School System <br /> Operations Review <br /> 1 . Executive Summary <br /> The Operations Assessment Team has reviewed the operations of the <br /> CHCSS for operations issues. In all, more than 1000 hours were spent in <br /> evaluation and reporting the details of that evaluation. <br /> Clearly, the level of detail included in the report reflects the volunteer <br /> nature of the assessment team. While the assessment involved over 56 <br /> people, the final completion fell on a few of the coordinators. Detailed <br /> - verbal discussions can be held on areas of particular interest, but one <br /> should not expect a comprehensive and detailed written report given the <br /> voluntary nature of the assessment team structure. <br /> Of greatest importance, we found the vast majority of the operations <br /> personnel to be dedicated workers interested in providing the highest <br /> level of service to the system. In many cases they were faced with <br /> cumbersome and archaic processes that undermined their work efforts. <br /> It is on these problems that we focused. <br /> While the report details some of the problems we observed, we feel that a <br /> strong focus on the report's recommendations and concentrated effort on <br /> the part of the administration to assign resources and support the <br /> activities of the operations personnel in implementing the suggestions in <br /> this report would bring about substantive change and improvement in the <br /> operations of the system. <br /> The central focus of our recommendations is the notion of site based <br /> operations management and the creation of an up-to-date information <br /> system architecture necessary to support that initiative. <br /> We are recommending that operations autonomy be extended to the <br /> individual schools and departments. This includes responsibility for <br /> budgeting, hiring and firing of personnel, custodial activity, and <br /> purchasing. This means that the responsibility and accountability for <br /> operations activities will be matched by the authority to carry them out. <br /> 1 <br />
