Include the needs of youth who have been. <br /> victims of abuse and neglect as you assess <br /> youth services in the county. These are the <br /> children who are at the greatest risk for school <br /> failure, early pregnancy, drug abuse, and other <br /> poor outcomes. <br /> Current resources are too limited to provide <br /> the comprehensive interventions' that <br /> will lead to more positive outcomes for these <br /> children. Any new programming or funding for <br /> youth should be targeted for this population. <br /> 2. Conduct an efficiency study that will identify <br /> ways to eliminate some of the bureaucracy in <br /> county government. This will result in <br /> significant cost savings that can be used for <br /> additional services.
