23 <br /> MEMORANDUM OF UNDERSTANDING <br /> BETWEEN the Orange County and the Planning Applications 223 Class,Department of City and Regional <br /> Planning, the University of North Carolina at Chapel Hill. <br /> I. BACKGROUND <br /> In October, 1994, the Board of County Commissioners adopted goals and objectives for FY 1994-95. One <br /> goal adopted by the Board is related directly to continuing efforts by Hillsborough and Orange County to <br /> cooperatively plan for growth in the central portion of the county. Associated with that goal was the <br /> following objective: <br /> • Initiate a small area planning process in the Cooperative Planning Area within an area defined <br /> generally by the Stoney Creek drainage basin. <br /> In November, 1994, the Board of Commissioners and the Hillsborough Town Board met jointly to discuss <br /> the status of the Cooperative Planning Agreement. The two governing boards agreed in principle to the <br /> following: <br /> • To review the Cooperative Planning Agreement between Orange County and the Town of <br /> Hillsborough,including the preparation of amendments to the Agreement. Such amendments may <br /> address, but not be limited to, annexation, open space definition, and water/sewer service <br /> boundaries. <br /> • To initiate a small area planning process in the Cooperative Planning Area within an area defined <br /> generally by the Stoney Creek drainage basin. <br /> II. SCOPE OF WORK <br /> The class shall prepare a land use plan, including recommendations for implementation, for the Stoney <br /> Creek Basin Planning Area southeast of the town of Hillsborough (see attached map). The basin area is <br /> bounded generally by U.S. Highway 70 on the north; Stoney Creek and the Chapel Hill railroad spur on <br /> the east; the Joint Planning Area (Rural Buffer) boundary to the south; and I-40, the proposed I-40/Old <br /> N.C. Economic Development District, and N.C. Highway 86 on the west. <br /> In preparing the land use plan, the class shall be guided by the attached Charge to the Stoney Creek Basin <br /> Planning Group. <br /> III. PRODUCTS <br /> The class will be responsible for producing a report with recommendations derived from a GIS-based <br /> analysis.The report will include the assumptions,analyses,maps,drawings,findings,and recommendations <br /> of the study. It will be produced in camera-ready form for printing by Orange County. <br /> The class will meet as necessary with the Stoney Creek Basin Planning Group during the preparation of <br /> the study and will be responsible for presentation of the final report to the Planning Group. <br /> N. RESOURCES <br /> The class and faculty will provide the necessary staff work to carry out the study, including post-class <br /> editing and compilation by a teaching assistant. <br />
