21 <br /> • Suitability analysis identifying development constraints and <br /> opportunities, potential locations for planned public facilities, and <br /> natural areas warranting preservation. <br /> March, 1995 Planning Group prepares alternative plans, including the following: <br /> • Status Quo Plan utilizing a conventional development approach. <br /> • Open Space Plan which utilizes the Flexible Development approach <br /> under consideration by Orange County,containing general open space <br /> design principles as advocated by Randall Arendt and others. <br /> • Neotraditional Plan (village concept) utilizing principles advocated by <br /> Andres Duany and others. <br /> April, 1995 Planning Group reviews advantages,disadvantages,and impacts of alternative <br /> plans and prepares recommendation on preferred alternative or combination <br /> of alternatives,including proposed changes to Town or County policies,plans <br /> or ordinances. <br /> May, 1995 Recommended plan presented to Town and County governing boards. <br /> The Planning Group may develop a more specific time schedule for completion of its work. Such schedule shall <br /> include consideration of class availability(Spring Semester, 1994) and may provide for more than one meeting <br /> per month. <br /> Project Guidelines:In developing its recommendations,the Planning Group shall be guided by the following: <br /> • General interests <br /> - Avoiding urban sprawl <br /> - Preserving protected watersheds and groundwater supplies <br /> - Encouraging bicycle and mass transit transportation in and between urbanized areas <br /> - Protecting and preserving farmland and open space <br /> - Developing an appropriate mix of residential and nonresidential development <br /> - Encouraging fiscally responsible development <br /> - Involving neighborhood residents in the planning process <br /> - Diversifying the revenue base of the Town and the County <br /> • Specific Planning Area interests <br /> - New town concept and service delivery <br /> - Site for new school and community park <br /> - Impact accommodation <br /> - Development along utility line extension and potential for urban sprawl <br /> - Preservation of open space <br /> - Need to share information and data <br /> In addition to the interests outlined above, the Planning Group shall consider recommended changes to the <br /> Cooperative Planning Agreement between Orange County and the Town of Hillsborough. <br />
