2 <br /> Emergency Management Services <br /> 5. The Orange County Emergency Management Services Department has received two State grants to <br /> assist with monitoring and regulating hazardous materials transportation through Orange County. An <br /> implementation grant of$200, along with a$500 grant received last fiscal year, will be used to assist <br /> the County in defraying printing and distribution costs of informational brochures. The $8,000 special <br /> project grant will help defray costs of developing and mailing surveys and results to fixed hazardous <br /> materials sites and hazardous materials shippers in the County. No County match is required for the <br /> receipt of these funds. (see box 5, page 3) <br /> Non-Departmental <br /> 6, The Orange County Arts Commission has received a continuation grant from the North Carolina Arts <br /> Council for the 1994-95 fiscal year. This $20,585 grant will allow the Arts Commission to provide <br /> sub-grants to various organizations throughout the County as they provide arts programs for citizens <br /> (see box 6, page 3). <br /> Miscellaneous <br /> 7. The County incurred certain anticipated legal and public information expenses related to the recent <br /> Farmland Preservation Bond Referendum. This amendment appropriates $20,000 from Contingency to <br /> cover the costs of these items. (See box 7, page 3) <br /> Smart Start <br /> 8, Three Orange County agencies have been awarded Smart Start funding for this fiscal year. The <br /> Department of Social Services has received $211,247 to continue the Child Care Subsidy program for <br /> AFDC/Transition families. There are 3.5 full-time equivalent positions associated with this particular <br /> DSS program. The receipt of these funds will enable these positions to continue through June 30, <br /> 1995. The Orange County Health Department has received $23,821 which will allow the department <br /> to expand its Child Services Coordination (CSC) efforts. Orange County's Cooperative Extension <br /> Services has been awarded $6,000 to provide education about food-borne illness and ways to prevent it <br /> to day care providers. The attached grant project ordinance allocates these new funds. <br /> Recommendation <br /> The Manager recommends that the Board approved the attached budget ordinance amendment and grant <br /> project ordinances. <br />
