Orange Regional Landfill <br />Waste Tarping Policy <br />a) All loads of municipal solid waste or construction and demolition (C&D) <br />waste entering the landfill and all loads of mulch or recovered items from the <br />C&D salvage operation leaving the landfill must be covered with a serviceable <br />tarpaulin, unless contained in an enclosed truck or compactor container. <br />Serviceable means properly secured, and with no tears or holes that would allow <br />materials to spill or blow through. Additionally, all vehicles must have an <br />Original Equipment Manufactured, or fitted tailgate in the enclosed position to <br />prevent spillage out the back of and around the side of the tailgate area plus the <br />truck bed or trailer sides and ends. <br />b) All incoming loads must remain tarped until reaching an untarping area <br />next to the working face area. <br />c) All outgoing loads must be tarped in an area next to the loading area. <br />2. The only exception to this policy is the delivery of an appliance(s) or stumps <br />when no other waste is present in the load. <br />3. Those loads entering the landfill without having the load properly covered will <br />have two options: <br />a) to turn around and leave the landfill property, or <br />b) pay a fine and then receive a tarpaulin from the landfill <br />4. Landfill personnel will provide final determinations as to the serviceability of <br />covers and tailgates as well as the proper size of the tarpaulins for sale. <br />5. This policy will become effective after 90 day grace period beginning January 1, <br />1998 <br />Effective 1-1-98 <br />
