Memorandum <br />To: Laura Blackmon, County Manager <br />From: Gayle Wilson, Solid Waste Director <br />Subject: BOCC Follow-up Memorandum <br />Date: April 15, 2007 <br />At the April 10, 2007 Board of Commissioners Meeting a question was raised regarding <br />development of a plan to ensure that drivers leaving the landfill with mulch have <br />adequate cover over their loads to prevent spillage. <br />I have attached'a waste tarping policy established in 1998 that is enforced daily by <br />landfill staff and applies to loads of mulch/compost leaving the landfill. There are <br />generally no exceptions to this policy. In practice, landfill employees are to request to <br />see the tarp of a customer who is purchasing a load of mulch prior to the mulch being <br />loaded. <br />If a load of muich/compost was observed leaving the without a tarp then either a landfill <br />employee did not appropriately enforce the standard landfill tarping policy or the <br />customer refused to apply their tarp following his vehicle being loaded. If a customer <br />refused, then the customer license tag number is to be recorded for future reference and if <br />the customer is known, a follow-up phone call or letter is sent warning of future failure to <br />abide by landfill policies. If a landfill employee failed to properly enforce the tarping <br />policy it will be recorded by his supervisor and considered as part of his performance <br />evaluation. Repeated failure to enforce the policy could result in disciplinary action. <br />We have reinforced this policy with scale house and other relevant landfill employees. <br />Please let me know if you require further information regarding tarping of loads at the <br />landfill. <br />
