The room will be laid out in a manner which should not preclude the use of wall <br /> mounted camera units, if the Board chooses to have this type of unit installed. <br /> 4. Lighting requirements. <br /> Discussion results: The lighting requirements fora room from which cablecasting occurs can be quite <br /> complicated. There are separate requirements for backlighting, key and fill in lighting. The present <br /> design of the room will ensure that the room lighting coordinates the color temperature of the lights <br /> and will provide conduit and mounting points for other cable specific lighting. The purchase and <br /> installation of the additional lighting is not included in this project. Mr. Johnson suggested that the <br /> County seek the services of a lighting consultant in order to determine the best lighting scheme to <br /> install. <br /> 5. Camera and microphone concealment. <br /> Discussion results: The present plans do not call for concealment of either the microphones or the <br /> cameras. <br /> 6. Acoustical treatment. <br /> Discussion results: In order to address the acoustical considerations,the room will be carpeted and <br /> will be constructed with an acoustical ceiling. Along with the installation of speakers in the ceiling, Mr. <br /> Johnson indicated that the acoustical needs seemed to be met. <br /> 7. The room will be equipped with a 12' x 12' motorized projection screen to facilitate <br /> presentation of information to both the Commissioners and audience. This area could likewise be used <br /> for future teleconferencing events. <br /> By incorporating the elements listed above into the design of the multipurpose room, it is believed that <br /> cablecasting could occur. It is anticipated that the cost for this work could be included in the base <br /> bid for this project. However, there are additional elements which may be desirable in order to <br /> enhance the quality of the production. In order to define what these enhancement elements should <br /> include,we seek direction from the Board regarding the quality expectation of cablecasting from the <br /> facility. These items are likely to be more costly and have not been considered in the existing project <br /> budget. <br /> In addition, it should be noted that the available free advice on this issue has been exhausted. It is <br /> likely that a separate contract would be needed with a consulting firms) with expertise in this area. <br /> If the Board deems it appropriate,we would consult a firm(s)specializing in these matters,articulate <br /> the expectations of the facility and request that they provide us options(including cost)for purchase <br /> and installation of additional enhancements to the facility(lighting in particular)as well as equipment <br /> needed. The Board would then be requested to make recommendations regarding the equipment and <br /> enhancements to be included. <br /> RECOMMENDATION: The Manager recommends that the Board articulate their expectations of the <br /> cablecasting production from the proposed Southern Human Services Building and authorize the <br /> Purchasing Director to seek technical assistance in the following areas: <br /> ► enhancements needed for lighting and acoustics in the proposed multipurpose room; <br /> ► equipment required for cablecasting from the facility and associated cost for purchase and <br /> installation. <br />
