At that <br /> time, the Board asked that the policies and procedures <br /> necessary for ordinance implementation be submitted for <br /> review and approval prior to their adoption. Staff <br /> subsequently developed policies and procedures, and the <br /> assistant to the County Attorney and the Human Relations <br /> Commission members have reviewed them. <br /> Phase I of the Civil Rights Ordinance (housing, public <br /> accommodations, and bias-related incidents) is scheduled to <br /> take effect on January 1, 1995 . Phase II (employment) is <br /> scheduled to take effect on Jan. 1, 1996 . <br /> RECOMMENDATION(S) : The Manager recommends that the Board <br /> review and approve the policies and procedures. <br />
