One type of contractual document between <br /> the State and the Orange County Health Department is the "Local Health <br /> Department Budget" , DEHNR Form 2948. Under the present policy, the Chair <br /> signs approximately 200 of these documents in one year. The proposed <br /> procedural change would authorize the Health Director to sign these <br /> forms in lieu of the Chair. Other contractual documents, such as <br /> contracts between the Health Department and local service providers, <br /> would continue to be reviewed and approved by the Board of <br /> Commissioners. This procedure has been reviewed by Assistant County <br /> Manager Rod Visser, Finance Director Ken Chavious and Budget Director <br /> Sally Kost and approved as a more efficient and faster way of handling <br /> these budget documents. <br /> RECOMMENDATION(S) : The County Manager recommends that the Board authorize <br /> the local Health Director to sign the Local Health Department Budget <br /> documents as the Local Authorized Official effective immediately. <br />
