The <br /> second attachment deals specifically with the two types of zoning <br /> decisions --legislative and quasijudicial, and the third attachment is a <br /> paper written by Roger Schwarz of the Institute of Government on "Ground <br /> Rules" . If the Commissioners decide on a policy for public comments, it <br /> will be included in the Board's "Rules and Regulations" , and publicized <br /> accordingly so that it is explained clearly and concisely for the public. <br /> RECOMMENDATION(S) : The Chair recommends that the Board discuss a policy <br /> for (1) public comments on "Items Not on the Printed Agenda" <br /> (2) public comments on "Items on the Printed Agenda" <br /> (3) public comments at work sessions including budget work sessions <br /> (4) public comments at public hearings <br /> (5) public comments after a public hearing <br /> The Chair further recommends that "Ground Rules" be set by the Chair as <br /> needed. <br />
