Attachment 1 <br /> ADDENDUM TO ITEM X-B - YOUTH AND FAMILY SERVICES COORDINATION <br /> FUNCTION <br /> BREAK-OUT SESSION - PUBLIC-PRIVATE PARTNERSHIP MEETING <br /> RECOMMENDATIONS ON YOUTH SERVICES COORDINATION <br /> First - There was agreement among the group that any <br /> effort should be county-wide and involve all <br /> youth - not just those "At-Risk. " <br /> Next - When we use the terms coordination, collaboration <br /> and cooperation, sometimes interchangeably; <br /> We Need to define what we mean. <br /> Also - Define the target group of youth. Normally may <br /> mean 8-9 yrs. through adolescence. <br /> But it was pointed out, there really has to be <br /> continuum of service ages 0-18 . <br /> So - Rather than use the term coordination - we <br /> agreed that the function would enhance or <br /> facilitate Service Delivery System to Youth and <br /> their families. <br /> 1st Step - Identify Needs & Resources to Meet Youth & <br /> Families <br /> (1) Need Assessments (2) New or Improved <br /> Information Systems. (Resources from County, <br /> Smart Start, United Way. . .can assist here. ) <br /> 2nd Step - Provide that information to: <br /> (1) Children & Families Needing -Service; _ <br /> (2) Service Providers and Funders of <br /> Services. <br /> NOTE: <br /> We will have to address Confidentiality of Data - <br /> A Manageable Challenge. <br /> 3rd Step - Very Important: The location(s) -and <br /> function of this enhanced service assistance must <br /> • be accepted and empowered by recipients, service <br /> providers and funders. <br /> 4th Step - Framework and Budget for this Coordination or <br /> Facilitation will be developed by a collaboration <br /> of Major Funders including School Systems, <br /> Association of Community Agencies, P.P.P & Others <br /> Will Be Called Green Banana Compact: <br /> (Frank Loda - Mentioned we can no longer afford to <br /> wait for green bananas to ripen. ) <br /> OUTCOME -- A Service Delivery System that will be Proactive <br /> for Positive Youth Development Assured by <br /> Measurement & Evaluation. <br /> 10/05/94 <br /> YOUTH.DOC <br />
