~~~1221i` <br />S®ecer Supe~fu~d P®~icy ~~d Guidelines <br />Orange Cowlty has created a "Soccer Superfund," fielded initially by bonds approved by County <br />voters in November 2001. At its discretion, the Board of County Commissioners may consider <br />appropriation of funds (as available) from the Soccer Superfund. <br />Purposes of the Soccer Superfund <br />Funds from this source are intended to be used primarily for the development of fields used <br />prunarily for soccer in Orange County. A secondary purpose for these fluids is for the purchase <br />n.f. land in C_~rflngP C~nm~ty frn• the clevel~j~ment ~f soccer fields. The R~aa•cl ~f C;~unty <br />Commissioners may reserve approximately 1/z of the total fund for a Soccer Park of at least six <br />(6) fields. <br />A. Construction of Public Soccer Facilities <br />Facilities fielded by the Soccer Superfiuid should be developed using a process that includes <br />opportunities for public hearings, comment and review. <br />1. Facilities Constructed by. Orange County <br />a. Facilities should be constructed on land that is a~vncd by Orange County. <br />b. Facilities should be designed by, and oversight of construction should be <br />managed by, the Orange County Environ~.nent and Resource Conservation <br />Department and the Recreation and Parlcs Department, as defined in their <br />depai-lmental duties. Other persons or entities may be.involved as directed by <br />the Cowzty Maliager or the Board of County Commissioners. <br />c. Facilities should be managed by Orange Coiuzty Recreation aizd Parlcs <br />bepartment, which should be responsible for the programming and use of the <br />facility. The Recreation and Parlcs Department will schedule these facilities <br />for use by Orange County programs, and when available, for use bynon-profit <br />outside recreation agencies and groups whicli demonstrate outreach and other <br />practices promoting equality aild goodwill regardless of an individual's race, <br />color, creed, religion, national origin,. sex, disability, age,.veteran status or <br />familial status. <br />2. facilities Constructed Through TV.latching Grants to Public )Entities <br />Qualified public entities may apply for up to 50% matching fiends fiom the Soccer <br />Superfiand to assist in soccer field. development projects. Project proposals must <br />include proof of flee and clear public ownership of the land on which the fields <br />will be developed. The acceptance of in-kind services toward the 50% match will <br />be considered on a case-by-case basis by the Board of County Commissioners. <br />The Board. of Commissioners will make a determination on the approval of <br />matching grants, at their discretion and as funds penliit. <br />
