Box 8181 <br />~= '~ ' ~ 300 West Tryon Street <br />Hillsborough, NC 27278 <br />Orange Courtly Phone: 919-245-2660 Fax 919-644-3042 <br />Recrea4on & Parks ' <br />MEMORANDUM <br />To: Laura Blackmon, County Manager <br />From: Lori Taft, Recreation and Parks Director <br />Re: .Partnership Proposal for West Ten Soccer Center <br />Date: February 14, 2007 <br />Please find attached, a White Paper detailing a proposal for fund raising and the status of <br />discussions with a potential partner (Sports Endeavors, Inc.) in the development and operation of <br />the West Ten Soccer Center. A draft contract is also attached for illustrative purposes. Details <br />proposed in the draft contract have not yet been negotiated, nor has the County Attorney <br />reviewed it. • <br />The Recreation and.Parks'field has been challenged in recent years with funding for park <br />projects both in development and operations. Partnerships with the private sector are increasing. <br />It has been difficult to find specific examples of financial arrangements agreed to, .however, <br />examples of policies allowing payment for naming rights are abundant. We do know that the <br />SAS Corporation pays $150,000 per year for the naming rights at SAS Soccer Parkin Cary. <br />This facility may be a step up from our park in that it hosts national.level championship games <br />and professional teams and enjoys televised events and exposure each year. <br />Sports Endeavors, a Hillsborough headquartered and locally owned, international Corporation in <br />the business of interest and mail order sporting goods retailing, specializes in Soccer, Lacrosse <br />and Rugby merchandise. Brothers Mike and Brendan Moylan own and manage the company, . <br />which includes the subsidiaries Eurosport and Great Atlantic Lacrosse.. For many years the <br />brothers have been interested in assisting the community with the development of soccer fields. <br />Several years ago, they proposed developing several fields in Fairview Park. County <br />representatives have held a series of exploratory meetings with the Moylans to determine interest <br />in the West Ten Soccer Center. Those meetings have proven to be fiuitful as is described in the <br />.paper. <br />In swnmary, the proposal calls for the county to provide the laming of the soccer center as well <br />as other related benefits for a finite period of time, in exchange for fluids. Additional fundraising <br />targeting our extended community, would allow the naming of individual fields for other major <br />sponsorships. For smaller donations, interior sponsor signage could be provided. Three years <br />would be the target term of each renewable contract. Fundraising efforts would be ongoing to <br />provide an annual revenue source to assist with operating costs. The consent of the full BOCC is <br />requested before proceeding with negotiation's and with soliciting.further funding sponsors. <br />
