ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: April 10, 2007
Action Agenda
Item No. `!'D - ~.
SUBJECT: West Ten Soccer Center Public Private Partnersh
DEPARTMENT: County Manager's Office
Recreation and Parks
PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
Public/Private Partnership Memo
Partnership Proposal
Draft Agreement
INFORMATION CONTACT:
Laura Blackmon, 245-2300
Lori Taft, 245-2660
PURPOSE: To provide the opportunity for the board to authorize the County Manager to
continue to pursue discussions with Sports Endeavors and other potential partners in the West
Ten Soccer Center project.
BACKGROUND: In February of 2007, the Manager sent the attached materials to the Board for
their consideration. In summary, County representatives have met with Sports Endeavors and
wish to continue discussions to confirm a partnership as described in the materials. In exchange
for funds, the County would provide the naming rights for the Soccer Center as well as related
benefits to be determined.
Staff has also begun discussions with other partners who may be interested in working with the
County on this project on a smaller scale. These agreements might include the exchange of
funds for individual field naming rights, or donation of a scoreboard, or other benefits to be
determined.
Renewable agreements would assist with annual operating costs for the park.
FINANCIAL. IMPACT: Current estimated annual operating-are $300,000 to $350,000 for
staffing and maintenance. Any funds provided through these partnerships would offset annual
operating costs.
RECOMMENDATION(S): The Manager recommends that the Board authorize staff to
continue solicitation of sponsorship funding in exchange for naming rights for the park and for
individual fields or other amenities within the park.
