2 <br /> 1 Howard Fleming, Orange County Engineering and Stormwater Division Supervisor, <br /> 2 made the following PowerPoint presentation: <br /> 3 <br /> 4 PROJECT <br /> 5 Efland Sewer to Mebane, Phase 2 Extension <br /> 6 <br /> 7 ESTIMATED CONSTRUCTION COST <br /> 8 $3,961,000 (BUDGET = $4,973,000) <br /> 9 <br /> 10 PROJECT TIME LINE <br /> 11 ➢ Orange County has begun to transfer to Mebane the previously-completed phases of <br /> 12 utility construction, as well as the maintenance of the subject system for the Central <br /> 13 Efland Phase 1 & 2 areas shown on the Capital Projects Exhibit. This is all consistent <br /> 14 with the original and later-amended joint utility service agreement. <br /> 15 ➢ Much of the more recent water and sewer infrastructure work has been for economic <br /> 16 development purposes in designated EDD zones. <br /> 17 ➢ Over$5 Million of `backbone' water and sewer infrastructure has been completed. <br /> 18 ➢ Morinaga was able to use one of the earlier infrastructure phases. <br /> 19 ➢ An additional $8 million is in process that will facilitate additional economic development <br /> 20 potential and will permit the existing sewer flow from Efland to be transferred to Mebane. <br /> 21 ➢ This funding includes approximately $3 million to serve EDD Zones D2, D3, D4 & E1, as <br /> 22 depicted on the Capital Projects Exhibit, subject to development trends. <br /> 23 ➢ The design has been coordinated with the City of Mebane and their engineers, Alley, <br /> 24 Williams Carmen & King. <br /> 25 Howard Fleming said the following information is a correction to the timeline contained <br /> 26 within the abstract for this item: <br /> 27 ➢ The Efland Sewer to Mebane, Phase 2 Extension project construction documents are <br /> 28 expected to be completed over the next few months. <br /> 29 ➢ We expect project bids in early 2017. <br /> 30 ➢ Due to its complexity and scope, project construction will take approximately 15 months <br /> 31 to complete <br /> 32 ➢ The current target for completion is summer of 2018. <br /> 33 <br /> 34 AS TO THE SCOPE OF SERVICES FOR THE PHASE 2 EXTENSION PROJECT <br /> 35 The project overview is depicted on the 2-page BOCC Exhibit and generally consists of the <br /> 36 construction of the following elements: <br /> 37 • Approximately 8,300 linear feet (1.6 miles) of gravity sewer (8" & 12") plus two (2) add <br /> 38 alternates — 8" sewer lines to facilitate service (no connections) to the residences on Mt. <br /> 39 Willing Rd. & Center St. north of 1-40/85 and south of Turner St., which we hope to be <br /> 40 able to include in the project, depending on the outcome of the bids. <br /> 41 • The project includes bore &jack installations under the railroad tracks, Mt. Willing Road, <br /> 42 1-40/85 and West Ten Road. <br />
