Cite local data to support the need <br /> for this program and the population being served. <br /> Of the 7,704 children, age 0-5, living in Orange County, approximately 1,310 to 2,080 may <br /> experience emotional and mental health in those early years —from 0 to 5— is key not only to future <br /> success but is essential to healthy development. Significant adversity in early childhood, including <br /> trauma, abuse, a parent with substance use disorder, and being raised in persistent poverty, can <br /> leave scars that impact children for the rest of their lives. The percentage of children in poverty has <br /> increased in Orange County since 2009, from 9.4% to 22% currently, almost a quarter of this <br /> fragile population. <br /> The Goals of KidSCope are: <br /> • To strengthen the social-emotional and mental health foundation for young children <br /> • To develop positive social-emotional and mental health in the early years to promote future <br /> success and healthy development.
