poor Hite. <br /> i err f' <br /> 76-51.4-er <br /> JULY A 1988 - PUBLIC HEARING <br /> Growth Management continues to be a priority issue for the <br /> citizens of Orange County and for the Orange County Board of <br /> Commissioners. Among other things growth management means <br /> guiding and accommodating growth in such a manner as to <br /> minimize the cost of delivering governmental services and can <br /> minimize environmental impacts. <br /> The growth pressures on Central Orange County will increase <br /> dramatically with the completion of 1-40. In the absence of <br /> significant public water supplies or a long range water <br /> management strategy we should expect to see the new growth <br /> rely primarily on wells and septic tanks which are not <br /> compatible to our growth management goals. The County needs <br /> to take the leadership in insuring that public water supplies <br /> will be available in the future. The first step should be to <br /> establish a fund for acquisition of land for future <br /> reservoirs and to complete the water management plan for ' <br /> Central Orange County. <br /> Placing the one million dollar reservoir land acquisition <br /> question before the voters of Orange County will be a <br /> positive step toward the long range solution to the water <br /> supply problem plaguing Central Orange County. it is not a <br /> commitment to use General Fund revenues to finance reservoir <br /> construction but it is a commitment to attempt to preserve <br /> land in strategic locations so that reservoirs may bebuilt <br /> in the future. <br /> There are many issues that must be resolved before a <br /> reservoir can be built but there is no question for the need <br /> to preserve land now. The only sure way to do that is for <br /> the county to be in a position to acquire land as it comes on <br /> the market in the strategic areas. Establishment of a one <br /> million dollar reservoir land acquisition fund will be a step <br /> toward that need. <br /> Commissioner Don Willhoit <br />
