. . <br /> Remarks in Support of the Proposed $30 Million Bond Issue <br /> •July 5, 1988 Public Hearing <br /> Orange County Board of Commissioners <br /> I wish to express my support for all portions of the $30 million bond <br /> issue as proposed. The efforts by the board and the county manager's office <br /> to effectively provide for our current and future needs are to be commended. <br /> There has been some thought within the community that an effective <br /> limit to growth is an unstated public policy of benign neglect of the <br /> infrastructure. A policy of benign neglect of the infrastructure simply <br /> leads to lower quality planning and development throughout the community and - <br /> a poorer standard of life for its residents. We must provide the necessary <br /> public services in the most efficient manner possible. This dictates <br /> planning and providing for future needs rather than just reacting to <br /> immediate crises. This proposed bond package is a very positive milestone. <br /> As a parent of children with experience in both the Chapel Hill/ <br /> Carrboro and the Orange County school systems, I have been acutely aware of <br /> the differential funding levels between the two systems. We all hope that <br /> you will avoid widening the funding disparity. <br /> The proposed land acquisition by the county for a new reservoir is <br /> vital. We obviously need the additional water resources in the county in <br /> order to plan orderly growth and more desirable types of development. This <br /> past weekend, the region enjoyed another festival celebrating the life of the - <br /> Eno River. I live near the river and for the first time in memory, we did <br /> not have a single canoeist pass our property on the festival weekend. This <br /> is due entirely to the low stream flow conditions that currently exist in the <br />
