032 <br /> ATTACHMENT 1 <br /> For rental units improved under the proposed <br /> Weatheriaation Program, Orange County will ensure that rents <br /> are affordable for very low and low income tenants. All <br /> property owners with improved rental units will be encouraged <br /> to participate in the County's Section 8 Existing Program <br /> which would provide assurance that rent levels do not exceed <br /> the the 30% standard. Also, at the time of improvements are <br /> completed, A Promissory Note and Deed of . Trust will be <br /> executed for the 10 year recapture and rent control <br /> conditions. For monitoring purposes, Orange County will <br /> require rental property owners to submit Annual Rental <br /> Agreements (leases) to the Orange County. If the owner <br /> defaults on either condition, the deferred loans become due <br /> in full. The deferred loan amount due will be prorated at the <br /> rate of 1/120 per month. <br />
