Leisure and recreation create a basis for <br /> compensating for many of the demands placed upon North Carolinians <br /> by today's way of life. <br /> Park and recreation programs throughout the State of North <br /> Carolina encompass a multitude of activities that can result in <br /> personal accomplishment, self-satisfaction, and family unity for <br /> all citizens, regardless of their background, ability and age. <br /> The need for recreation and park facilities and programs in <br /> North Carolina is ever increasing as additional demands are being <br /> placed on the public, private and commercial sectors to provide <br /> services. The North Carolina Division of Parks and Recreation and <br /> the North Carolina Recreation and Park Society strive to encourage <br /> and assist in the advancement and development of recreation and <br /> parks in the State of North Carolina for all citizens. <br /> NOW, THEREFORE, I, JAMES G.
