126 <br /> PLANNING FRAMEWORK AND ANALYSIS <br /> The structure of the Plan's framework begins with the <br /> organizing concepts - policy statements around which the Land <br /> Use Plan for Hillsborough Township is constructed. These <br /> concepts state a general consensus as to what are the <br /> desirable patterns of growth for the area and take into <br /> account patterns of development, environmental constraints, <br /> and the stated desires of area residents. <br /> The second component of the framework consists of future <br /> projections for population, housing stock, and land <br /> requirements. These projections are not a comment on the <br /> desirability of expected growth. They merely indicate the <br /> amount of growth expected based on historical trends. <br /> The organizing concepts and projections are then used to <br /> create allocation guidelines. Criteria are established which <br /> distribute land into Land Use Plan categories initially <br /> defined in the body of the Land Use element of the Orange <br /> County Comprehensive Plan. Distribution is reflected in both <br /> text and map form. <br /> Organizing Concepts <br /> The following policy statements regarding Hillsborough <br /> Township represent the organizing concepts around which the <br /> Land Use Plan for Hillsborough Township is constructed: <br /> 1) The Town of Hillsborough is the major growth and <br /> development center in the Township. <br /> 2) The more intensive commercial, industrial, and <br /> residential land uses are most appropriately located <br /> within the Town's corporate limits and areas adjacent to <br /> the Town likely to become urban. <br /> 3) The agricultural and rural character of the northern <br /> tier of Hillsborough Township should be maintained and <br /> protected from adverse environmental and economic <br /> impacts. <br /> 4) The rural residential character of the Township south of <br /> Town should be maintained. <br /> 5) Duke Forest lands, which are valuable for their <br /> 3.9-11 <br />
