The proportion of development activity in each <br /> region of the Township, however, is unlikely to vary <br /> significantly solely as a result of the interstate's <br /> completion. Currently, the only access to I-40 from the <br /> northern tier of the Township is Churton Street through the <br /> center of Town. The average 1987 daily traffic count for the <br /> street was 12,000 vehicles per day, a figure far over <br /> desirable capacity. This could easily discourage development <br /> in the northern tier of the Township that might otherwise <br /> take advantage of increased access to Chapel Hill and <br /> southern Durham County. The 1987 Hillsborough Thoroughfare <br /> Plan adopted by the Town of Hillsborough, though, proposes a <br /> loop around the Town to alleviate the congestion that Churton <br /> Street currently faces. <br /> The Treyburn development, covering 5,200 acres in northern <br /> Durham County, has the potential to stimulate development in <br /> Hillsborough Township, particularly in the Town and points <br /> north. The project is expected to create 20,000 to 40,000 new <br /> jobs and 4,000 housing units for a projected 12,600 new <br /> residents by the year 2005. Certainly, Orange County will <br /> attract some of the new housing demand generated by Treyburn, <br /> although most of Orange County's share will likely go to <br /> Little River and Eno Townships. The impact on Hillsborough <br /> Township will likely be as an activity center to provide, <br /> services for outlying residential development. Traffic into <br /> the Town for schools, shopping, and other non-employment <br /> activity will increase as a result of Treyburn. <br /> 3.9-10 <br />
