The corridor, made up of I- <br /> 85, US70, and Southern Railroad, provides a transportation <br /> network attractive to industrial development by linking <br /> Hillsborough with the major urban areas of the Piedmont <br /> Crescent. The second factor is the area's proximity to major <br /> employment centers in Durham and southern Orange County. The <br /> influence of this factor will increase with the completion of <br /> 1-40. <br /> Land Use Distribution and Infrastructure <br /> The Town of Hillsborough constitutes the major development <br /> center in Hillsborough Township. In the southern portion of <br /> the Township, outside the Town's extraterritorial <br /> jurisdiction the land use pattern consists of low to medium <br /> density residential development, several commercial, and a <br /> few industrial uses. The northern tier of the Township is <br /> characterized by a mix of farms and low density residential <br /> development, with a small scattering of commercial and <br /> industrial activity. <br /> Most of the area within the corporate limits of the Town of <br /> Hillsborough is served by public water and sewer. Large <br /> areas outside Town limits also receive public services from <br /> the Town. In 1987, approximately one-half of the town's <br /> water customers resided outside the corporate limits. Areas <br /> to the south, east, and, to a lesser extent, north of Town <br /> are also sewered by gravity lines or force mains. Some, but <br /> not all, of these areas are in the Town's extraterritorial <br /> jurisdiction and can expect to be eventually annexed. <br /> The major limitation to expansion of the Town water <br /> distribution system, as well as the sewer system, is <br /> *iminishing excess capacity in Lake Ben Johnson, the primary <br /> impoundment for the Town. There are no sites for a new <br /> impoundment within the Town planning jurisdiction, so <br /> solutions must be regional in scope. Impacts of expansion <br /> will also be regional in scope, whether the expansion is <br /> through interlocal agreements with other water producers or <br /> an increase in the size of the impoundment system in the <br /> Upper Eno watershed. <br /> Household Size and Housing Stock <br /> The housing stock of Hillsborough Township, according to the <br /> 1980 Census, was 3,233 units. By 1987, that number had <br /> increased by an estimated one-third to 4,312 units, slightly <br /> 3.9-2 <br />
