113 <br /> A final public meeting was held on March 9, 1988 to <br /> present alternative plans. At a May 3 joint <br /> Hillsborough/Eno TAC meeting a quorum from the <br /> Hillsborough TAC was not present. As such, no <br /> recommendation was made by the TAC. <br /> The presentation at the public hearing summarized the <br /> differences between the existing Plan and the proposed <br /> amendments. No public comment was made at that time. <br /> Three changes have been made to the draft since the <br /> conclusion of the public hearing. The first is <br /> designation of the portion of the Little River <br /> watershed in Hillsborough Township as a water supply <br /> watershed. This has been done to make the Plan <br /> consistent with earlier staff recommendations to <br /> designate all, drinking water supply watersheds in <br /> Orange County as such, regardless of whether or not <br /> they directly serve Orange County residents. The second <br /> change is the inclusion of approximately nine acres <br /> adjacent to Highland Woods subdivision in Ten Year <br /> Transition. The third change is alter the boundary of <br /> the Upper Eno watershed to the east, reflecting more <br /> accurate topographic data. <br /> The Planning Board, at its June 20, 1988 meeting, <br /> recommended approval of the proposed Section 3.9 <br /> (Hillsborough Township) with the three changes as <br /> recommended by the Planning Staff. <br /> RECOMMENDATION: The Administration recommends approval of the attached <br /> resolution, incorporating the proposed Section 3.9 <br /> (Hillsborough Township) as part of the Land Use Element <br /> of the Orange County Comprehensive Plan, including the <br /> following changes as recommended by the Planning Board: <br /> (1) Designating that portion of the Little River <br /> watershed in Hillsborough Township as a Water <br /> Supply Watershed; <br /> (2) Including approximately nine acres adjacent to <br /> Highland Woods Subdivision in the Ten-Year <br /> Transition Area; and <br /> (3) Adjust the boundary of the Upper Eno watershed to <br /> the east, reflecting more accurate topographic <br /> data. <br />
