Blythe, Budget Analyst Donna <br /> Wagner. <br /> County Manager John Link reviewed certain specific projects as listed in <br /> the CIP. He noted that the square foot cost originally contained in the CIP <br /> would be changed somewhat from those original figures. He distributed a <br /> handout which listed the County capital projects that would be funded from the <br /> bond and those that would be funded from the pay-as-you-go monies. He <br /> explained the projects as listed below: <br /> SOUTHERN HUMAN SERVICES BUILDING - the three million dollar figure <br /> reflects a decrease in the square foot cost and the inflation factor was cut <br /> from five years to two years. <br /> TAX AND RECORDS BUILDING - the 2.8 million was decreased to 1.5 million <br /> which deletes those offices of finance, personnel, Board of Commissioners and <br /> County Manager. After further discussion this figures was revised to 2.7 <br /> million. <br /> ANIMAL SHELTER - the $435,000 was reduced to $300,000 which reflects a <br /> decrease in the square foot cost. Bill Laws explained that the square foot <br /> cost for 14,000 square feet would be $75.00 per square foot. Commissioner <br /> Halkiotis suggested that the entire facility be studied very carefully and any <br /> kind of redesign should include some adequate office space. <br /> 911 CENTER - the $200,000 listed for this project will not cover the <br /> entire cost of this project. Additional funds will be needed. After further <br /> discussion this figure was revised to $300,000. <br /> POOLS - the options were discussed -- two community pools, two school <br /> pools or one of each and the different needs which exist in the two areas of <br /> the County. Mary Anne Black stated that the minimum pool size is a 25 yard <br /> pool. The estimated cost is 1.3 million without any auxiliary facilities. <br /> These facilities would cost an additional $270,000. <br /> The Board agreed that there is a need for swimming pools. The question <br /> is how they should be funded. John Link pointed out that in order to pay for <br /> the pools as a pay-as-you-go item, it would be necessary to make deletions <br /> from the list. <br /> Concern was expressed that one bad item on the bond issue may determine <br /> the outcome of the other items on the bond issue. Questionable items for the <br /> bond issue included the pools and the land acquisition for the reservoir. <br /> Commissioner Willhoit emphasized that the County needs to be in a <br /> position to acquire land as it becomes available. The land could be used for <br /> recreational purposes until the reservoir is needed. Those in Economic <br /> Development will support this because water is needed for economic growth. <br /> The intent must be that the revenues from the water will pay for the <br /> reservoir. <br /> Discussion ensued on water resources and whether or not to put on the <br /> bond issue an amount for land acquisition for a reservoir. <br />
