Franklin Street
Chapel Hill ,' NC 27514
Dear Ms. Marshall:
The Inter-Faith Council is .arateful to the Orange County Board of
Commissioners for including the IFC Shelter in its 1788-19E19 budget.
As you know, the IFC has formed a partnership with the Town of Chapel
Hill for purposes of renovating the Old Municipal Building into a
human service facility primarily a community shelter and kitchen for
•
the homeless and hungry of our county. Chapel Hill has thus far pledged
.$200,000 for the renovation of the OMB and the town is also be furnish-
ing all utilities, building maintenance and continued landscaping of the
outside grounds.
Previous to this commitment, Chapel Hill , through its Human Services
Advisory Board, provided the IFC $15,000 to operate our existing
shelter income for three years. The Town of Carrboro has also provided
funding, $5,000 annually for the last three years and $6,500 for fiscal
year 1988-89... In addition, the Housing and Community Development Depart-
ments for Chapel hill , Carrboro and Orange County have been working
cooperatively with the IFC to obtain Homeless Assistance funds from the
NC Department of Human Resources for the last two years.
It is our belief that this recent support, plus the support of many
congregations and concerned citizens indicates that the shelter for the
homeless is now an effort which is owned not just by IFC, but by joint
public and private interests. The cooperation of many county and
private agencies has also insured that the many clients who are without •
a home or a meal can be referred to the IFC for shelter---a resource
which now can provide sleeping accomodations to 42 men, women and
children.
It is the purpose of this letter to encourage our Commissioners to
allocate more than $5,000 to the shelter operation in your next fiscal
budget. We strongly feel that $15,000 would be an amount that would
more adequately represent the county's commitment to this project,
as well as meeting the operating costs necessary for IFC to effectively
manage a safe and comfortable shelter for the county's homeless.
IFC hopes that your financial support for these necessary services can
be significantly increased. We will be meeting with you on June 22 to
further describe the needs of Orange County's homeless population and
to answer your questions. In the meantime, if you or any Commissioner
have a concern, do not hesitate to contact me.
(6.1i7rely
OP United Fund Agency
" Rev. -ichard Eden , F' esident
