We do have an'option available which would eliminate the need <br /> to raise County-wide taxes by .54 cents. This option is <br /> defined below. <br /> 1) Reduce the recurring capital appropriation to the <br /> Chapel Hill/Carrboro school system by transferring <br /> the $180,000 appropriation for construction of <br /> temporary classrooms from the recurring capital fund <br /> to the School Capital Reserve fund. This would <br /> require an exception to the Commissioner's policy <br /> that each school system will receive $750,000 each <br /> year in recurring capital appropriations. <br /> 2) Increase the appropriation from County sales tax <br /> funds to Chapel Hill/Carrboro schools by $180,000, <br /> thereby insuring that the school system receives the <br /> same total amount for recurring and major capital <br /> expenses. (The temporary classrooms could be defined <br /> as a capital project) <br /> 3) Decrease the amount reserved for future capital <br /> projects or associated debt service by $180,000. <br /> This would bring the total of this reserve from <br /> $890,964 to 710,964. <br /> In summary, I wanted to bring to your attention that there is <br /> an alternative' whereby we can increase the funds appropriated <br /> to Orange County System, reduce the Chapel Hill/Carrboro <br /> district tax increase and reduce the discrepancy in the <br /> percentage increase in local funds allocated to the two <br /> school systems. <br /> Furthermore, it is possible to accomplish the above without <br /> increasing the County-wide tax rate above the recommended 3.9 <br /> cents. <br /> I will be happy to discuss this or any other options for <br /> funding our schools with you at any time. <br /> P.S. Because both Dan Lunsford and Gerry House were out of <br /> the office on Friday, I have not yet been able to discuss <br /> these alternatives with them. <br /> Also.
