053 <br /> 4. Strategy and plan of operation. How will the project <br /> achieve its objectives? What is the basic. strategy and how <br /> will it be implemented, by whom, when, and where? This <br /> section should include a general timetable for implementation <br /> • of the project. <br /> 5 . Evaluation plan. How will the agency determine that <br /> project objectives have been achieved? What measures will be <br /> used to gauge the effectiveness and efficiency of the <br /> project? <br /> 6. Project budget . A breakdown of project expenses should <br /> be presented for a 12-month period. Please be as detailed as <br /> you can. Matching funds are not required; but if the agency <br /> expects to allocate other monies to the project beyond those <br /> provided by the AIDS Control Program grant , the budget should <br /> reflect these as well. In this case the budget should <br /> indicate the portion of the total project costs that will be <br /> requested from the AIDS Control Program. It should also <br /> identify other existing or expected funding sources for the <br /> project . <br /> CriteTia_ for Evaluating Grant Proposals <br /> A variety of criteria will be used to select projects for <br /> funding. Grant proposals will be judged on the extent to <br /> which: <br /> * the AIDS education project would reach significant <br /> numbers of minority citizens in North Carolina. <br /> * the AIDS education project would reach those members of <br /> minority communities at highest risk of infection and/or in <br /> greatest need of education about AIDS, specifically: <br /> - men who have sex with other men <br /> - IV drug users • <br /> - women of child-bearing age <br /> - adolescents <br /> * the basic strategy is feasible and has a high <br /> probability of success. <br /> * the basic strategy represents an innovative, <br /> community-based approach to educating and/or facilitating <br /> behavior change in the target population(s) , <br /> * the AIDS education project would utilize existing <br /> resources in the community; <br /> O the. AIDS education project would add to and not replace <br /> existing activities; <br /> • • <br /> * all components of the proposal are clear and specific. <br /> • T1- <br />
