Where appropriate, the <br /> application should clearly state how these requirements will <br /> be met in the project. <br /> 1 . The project will comply with all applicable federal , <br /> state and local laws , regulations , and policies. <br /> 2. • In the disbursement and accounting of funds all <br /> recipients must follow applicable state costs principles and <br /> accounting procedures. <br /> 3. All recipients will submit periodic reports on the <br /> progress of the project funded. <br /> 4. Language used in written materials (i .e. , pamphlets , <br /> brochures , fliers) , audiovisual materials ( i .e. , motion <br /> pictures and video tapes) , and pictorials ( i .e. , posters and <br /> similar educational materials using photographs , slides, <br /> drawings, or paintings) to describe dangerous behaviors and <br /> explain less risky practices concerning AIDS should use terms <br /> or descriptors necessary for the target audience to <br /> understand the messages. Such terms or descriptors used <br /> should be those which a reasonable person would conclude <br /> should be understood by a broad cross-section of educated <br /> adults in society, or which when used to communicate with a <br /> specific group, such as homosexual men, about high risk <br /> sexual practices, would be judged by a reasonable person to <br /> be inoffensive to most educated adults beyond that group. <br /> The Centers for Disease Control guidelines , "Content of <br /> AIDS-Related Written Materials , Pictorials , Audio Visuals, <br /> Questionnaires, Survey Instruments, and Educational Sessions <br /> in CDC Assistance Programs, " (Attachment A) should be <br /> consulted in developing appropriate educational materials . <br /> 5 . All educational materials and plans for educational group <br /> sessions must be reviewed by a Citizens Review Panel as <br /> required by the U.S. Public Health Service (see Attachment A) <br /> to ensure that these criteria are met. A Local Citizen <br /> Review Panel must be established to review materials and <br /> presentations for this purpose. The Local Citizen Review <br /> Panel must be made up of at least five persons and be <br /> designated or approved by the local board(s) of health. The <br /> panel should include representatives from organizations <br /> serving the targeted population(s) , but a majority of the <br /> members of the Citizen Review Panel should not be from the <br /> targeted population(s) . The local health department or board <br /> of health: in the, county where the central administration of <br /> the project will be located must oversee its activities to <br /> ensure that the review panel is functioning as required. <br /> Projects with a statewide focus may utilize the State Citizen <br /> I emsossamesseememommg.-- <br />
