049 <br /> All recipients must provide assurance in the proposal <br /> that grant funds will be utilized to educate target groups • <br /> about what they must do to prevent transmission of HIV in <br /> such a manner that most reasonable and educated members of <br /> the community in which the project is conducted would not be <br /> offended. While educational materials must be sufficiently <br /> detailed to provide clear information about behaviors which <br /> transmit HIV and behaviors which will limit transmission, <br /> they must not directly promote or encourage sexual <br /> promiscuity, homosexuality, or drug abuse. <br /> Elica,Ple,Aonlicants <br /> Applications may be submitted by public and private <br /> nonprofit organizations . Proof of nonprofit status must <br /> accompany the application. Any of the following is <br /> acceptable evidence of nonprofit status: <br /> a statement from the North Carolina Secretary of <br /> State's Office certifying that the applicant <br /> organization is a nonprofit corporation; <br /> a copy of a currently valid IRS tax exemption ' <br /> certification; <br /> a reference to the applicant organization' s listing <br /> in the Internal Revenue Service' s most recent list <br /> of tax-exempt organizations described in Section <br /> S01(c) (3) of the IRS Code; or <br /> a certified copy of the organization' s certificate <br /> of incorporation as a nonprofit corporation. <br /> All applicants must be local health departments or have <br /> the endorsement of the local health director in whose <br /> jurisdiction the project will be conducted. For agencies <br /> other than local health departments whose proposals cover <br /> more than one local health department jurisdiction, the local <br /> health director for the jurisdiction in which the office of <br /> the organization is located should be contacted to request • <br /> primary endorsement. Other local health departments within <br /> the region targeted by the proposed •project should be <br /> consulted and a letter of support obtained. Thii requirement <br /> does not apply to. projects with a statewide focus . Projects <br /> with a multi-regional focus may be considered for exemption <br /> from this requirement as well, but proposals for such <br /> projects must describe how the recipient will present planned <br /> - activities to the appropriate health director for approval <br /> 'prior to actual conduct. <br /> Local health departments may chose to endorse proposals <br /> developed ,by other agencies or to become the primary <br /> applicant . Local health departments that choose to become <br /> the primary applicant for a proposal may subcontract parts or <br /> all of the project to another agency. Local health <br /> B-5 <br />
